Indonesia Healthcare Corporation (IHC) was formed through the consolidation of multiple state-owned healthcare entities, creating a national network with significant variation in leadership practices, service behaviours, and cultural norms. This professional project documents the development and active implementation of the IHC Way, formally designated Initiative T1 within IHC's HEALTH framework. HEALTH is IHC's PMO-governed transformation model structured across six pillars, namely Hospital Revenue Growth, Enterprise Enabling Technology, Advancing Lean Operations, Leveraging Supply Chain Synergy, Transforming Culture and Clinical Excellence, and Human Capital and Foundational Enablers. The IHC Way is derived from AKHLAK, Indonesia's national State Owned Enterprise (SOE) values framework whose six components are Amanah (trustworthy), Kompeten (competent), Harmonis (harmonious), Loyal (loyal), Adaptif (adaptive), and Kolaboratif (collaborative). The framework translates these values into five operational programmes, namely Friendly, Caring, and Helpful Staff (FCH), Consistent Brand Presence, Reliable Healthcare Services, Comprehensive Service Offering, and Sustainability in Healthcare. The FCH programme is currently in active rollout and has achieved 20% of its planned 2026 milestones, including General Behaviour Playbooks for 18 outpatient roles, Specific Behaviour Playbooks for 7 roles, and structured workshops with the three Batch 1 hospitals. Implementation follows a phased five-year roadmap (2026-2030) under Board of Directors (BOD) level sponsorship. This project is directed toward healthcare executives, governance leaders, and health system administrators responsible for culture-change in complex, multi-entity organizations.
